The town has too many regulations and they do not enforce the important ones (like cars must stop at ALL crosswalks). Cars often do not stop. Unless rules/laws are enforced, they mean nothing. In the case of the crosswalks there is real danger that a pedestrian could be seriously injured. The rules about not biking on the sidewalk along 26 are VERY dangerous. I have witnessed a biker being hit by a car as he biked along 26 in the bike lane. Thank goodness I was breaking the rules and biking on the sidewalk.
Also, the rules concerning pervious and impervious lot coverage are rediculous. Pervious is pervious whether it involves stones or mulch or grass, and yet coverage by stones is limited??? No logic or data here.

Parking fees are over the top. You have to pay for a full hour even if you want to make a quick stop in town and one of the very limited number of 15 minute spots is not available. Overall the outrageous fees are a deterrent for me wanting to come into town and spend $ with local merchants. They are the ones that are going to lose out in order to fill the coffers of the town of Bethany to pay for their orange shirt parking enforcement crew.

I paid for parking in Bethany Beach via ParkMobile, followed the rules, and the Town received the payment. My only mistake was selecting the wrong saved license plate in the app, an honest input error. I provided clear proof of payment and asked for administrative review.

Instead of resolving it reasonably, the Town/Police Department denied my appeal and escalated it all the way to collections. I’m a law-abiding citizen, and in nearly 40 years of life (and 20+ years as an adult), I’ve never had anything sent to collections, especially not over a situation where payment was clearly made.

Fines are meant to punish people who don’t comply. I complied. This feels less like enforcement and more like a system designed to extract money even when the Town has already been paid. It’s left me seriously questioning the fairness, and the ethical culture, of how this is handled.
